Abstract
The Technological Change in the St. Lawrence Port
In 1966, following a dispute affecting longshoring and related trades in the ports of Montréal, Trois-Rivières and Québec City, and arising between the Shipping Federation of Canada and the International Longshoremen's Association, the St. Lawrence Ports Working Conditions Act was adopted by the Parliament of Canada on July 15. This Industrial Inquiry Commission had to investigate possible technological and other changes having bearing on improvements in productivity, the size and structure of gangs, calls and recalls of men, job security, and related matters. Mr. Laurent A. Picard was appointed president. His report has been released on November 1st, 1967. Here is a brief summary of the main provisions prepared by Mr. Picard.
